Therefore the writers failed to produce a law code which may achieve effectively the protection of the citizen class from the evil forces as much as the code failed to protect it's own effective interpretations and the implementation. अखबारों और टीवी के समाचारों का क्या है ..? वो तो शायद चाहते ही नही हैं कि इंसानों में स्वचेतना आये की उचित-अनुचित खुद से तय कर सकें। इसलिये अखबार -या कोई भी समाचार- सिक्के के दोनों पहलुओं से एक साथ परिचय नही करवाते हैं। वह आधी जनता को एक तरफ का पहलू दिखाते हैं, और बाकी आधे लोगो को दूसरे तरफ का। और फिर जब लोग आपस मे ही भिड़ते है, मतविभाजन करते हैं, "राजनीति करते है" , तब ही इन अखबारों की दुकान चलती है। अखबारों या किसी भी समाचार कंपनी के बारे में यह कमी जानी जाती है - कोई भी whole truth नही बताता है। Whole truth जानने की कसौटी आसान नही है। उसमें घटनाओं का अध्ययन करना पड़ता है लंबे अरसे तक। अध्ययन से अभिप्राय है आसपास में रह कर चिंतन करना , विश्लेषण करना , सहयोगियों और विरोधियों के संग तर्क करना , दूसरों के चिंतन लेख पढ़ना । कहाँ , किसके पास टाइम ही होता है कि कोई किसी भी विषय पर इतना सब अध्ययन कर सके। सस्ते में काम चलाने के लिए अखबार कंपनी सिर्फ उसी की बात छापती हैं जो उनको पैसे देता है। मगर इस तरह के अखबारों को पढ़ कर आप आत्मविकास ,आत्मसुधार की अपेक्षा नही करिये। आप को स्

जब मै SCI में था, और उसके बाद private foreign companies में काम किया, एक बड़ा अंतर यही महसूस किया है, कि free will यानि * स्वेच्छा * को conserve कर सकने की क्षमता भारत के सरकारी तंत्र में बहोत निम्म और कमज़ोर है। * स्वेच्छा * की कमज़ोरी के  चलते employee और employer में एक game आरम्भ हो जाता है। employer काम को वसूलने की चालें चलता है, और employee(या worker) 'गाला मारी' की कोशिश करते हुए काम करने से बचने की। Employer पैसे कम देना चाहता, या इतने पैसे में कहीं अधिक काम वसूलना चाहता है। employee कम तनख्वा की शिकायत सदैव पालते हुए कम काम करना चाहता है, या अक्सर तो optimal से भी कम करते हुए कामचोरी कर देता है। मामले की जड़ भारत के तंत्र में " स्वेच्छा " की गड़बड़ से है। भारत की संस्कृति में " साम, दाम, दंड , भेद " का चलन है। यानी " स्वेच्छा " का सम्मान तो संस्कृति के अनुसार ही संभव नही है। यह दशा पश्चिमी संस्कृति के ठीक विपरीत है। भारतीय संस्कृति में मालिक-नौकर सम्बन्ध का अस्तित्व नही होता है। यहां भगवान राम और भक्त हनुमान वाला सम्बंध है। जिसमे स्वेच

भक्त लोग मोदी जी और भाजपा की जीत को मोदी जी के क़ाबिल नेतृत्व साबित करने में लगे रहते है।।भक्त ज़ाहिर है कि evm को नही मानते हैं, और साजिशन विपक्ष को evm के प्रति शिथिल करने के लिए भाजपा की प्रचंड जीत को मोदी के काबिल नेतृत्व, विपक्ष की नाक़ाबिल नेताओं के सहारे justify करते हैं। यह एक चिरपरिचित तरीका है। आप खुद से देखेंगे कि कश्मीर से धारा 370 को हटाने के संग ही  भक्त वर्ग और उनके टीवी चैनल यही साबित करने लगे हैं कि कश्मीर लोग खुश हैं, बल्कि वह लोग मोदी जी का धन्यवाद कर रहे हैं। अब ट्रीपल तलाक़ में भी देखिए। भक्त लगातर यही साबित करने के दावे दे रहे हैं कि मुस्लिम महिलाएं खुश हैं। Demonetisation को याद करें। भक्त लगातार दावे कर रहे हैं थे कि आतंकवाद की रीढ़ टूट गयी है, काला धन खत्म हो गया है। पिछले युग मे जब ब्राह्मणों ने तंत्र पर काबिज़ हो कर बढ़त बनाई थी, तब भी यही दावा किया था कि पिछड़े और दलित वह वर्ग है जिनके यहाँ पढ़ाई-लिखाई कर सकने के दिमाग़ ही नही होता है। और बाद में जब आरक्षण नीति के माध्यम से दलित -पिछड़ा तन्त्र में आ बैठे और अपने को काबिल साबित करने लगे, तब ब्राह्मणों ने बात क

*Rule of law बनाम Good Conscience प्रशासन और न्याय व्यवस्था * Rule of law व्यवस्था के आने से पूर्व जो न्याय व्यवस्था थी , उसे हम good conscience व्यवस्था बुला सकते हैं। इसमे न्याय का आधार हुआ करता था "अंतरात्मा की आवाज़", स्वचेतना। आपको अभी तक इस पुरानी व्यवस्था के प्रति सुनने में कहीं कुछ ग़लत नही लगेगा। मगर इसकी खामियां आप बन्द आंखों से सोचिये। पुरानी व्यवस्था में प्रत्येक न्याय विवादों से घिरा रहता था। क्योंकि अंतरात्मा की आवाज़ हर इंसान की अलग अलग होती है !! तो हर एक न्याय , हर एक फैसला आरोप में घिरा हुआ था कि यह भेदभाव किया गया है, वह पक्षपात हुआ है ! असल मे समाज में भेदभाव और पक्षपात का जन्म ऐसे ही न्यायों में से हुआ है। कुछ न्यायिक फैसले असली में भेदभाव को जन्म देते है, कुछ आभासीय जन्म देते है जहां आरोप और विवाद हुआ होता है। Christian secularist यहां ही सभी समाज से आगे की सोच सके, और दुनिया से सबसे सशक्त समाज और राष्ट्र को जन्म दे सके। उन्होंने good conscience न्याय व्यवस्था की जगह rule of law की ओर रुख किया। असल न्याय का स्रोत तो आज भी good conscience ही है, मगर बी

Indian Democracy is SANS Secularism  which is why it is not succeeding. To adopt Secularism, we must identify what is Clericalism from the nature of it. We must understand how the Clericalism works in the Indian society and the (Indian) public services , and what errors it generates which bring failures to our society . Both, hindu and the Hindutva , they try to encorach upon the rational thinking .  What is rational thinking that they encroach upon ? Rational thinking is a cause-ascertaining way of analysing the issues and problems around us , and finding their cure or the solution. Whether a suggested /nominated cause of a problem is the appropriate root or not, is best determined by allowing the nomination to pass through various criticism, by the believers as well as the non-believers , the theist and the atheist. You don't dismiss a criticism by disqualifying the critic by character assassinating him, no matter his character has genuine faults or merely the alleged ones.

भारत की ज़रूरत अर्थशास्त्री नही है। क्योंकि भारत की अगाध गरीबी के कारक यह है ही नही की अर्थशास्त्र नीतियां एक के बाद एक गलत हो रही हैं। बक्लि कारण है की यहाँ एक ऐसी चूहा जैसी नौकरशाही बैठी हुई है जो अच्छे से अच्छे अर्थशास्त्रीय प्रबंध में छेद करके अनाज (अथवा जनहित सेवा योजना)को 'खा' जाती है। और दुर्भाग्य यह है की जन प्रशासन विज्ञान में कोई नोबेल प्राइज़ नही है सिद्धांतों की नींव डालने के लिए, जो नौकरशाही को काबू में ला सके ।

I have a feeling, that, the economic systems are designed such as to give their best only when working with the associated political and the legal systems that are genuinely democratic by nature. It may not be possible to eradicate poverty, to cure epidemic diseases , to provide gainful employment , the social security , the happiness , etc to the people unless the public governance systems are genuinely democratic by their nature . Coercion, whether by state authorities , or by any other means , is sure to bring failures in the economy.

भारत की समस्याओं का जड़ अच्छी अर्थनीति की कमी नही है, बल्कि तमाम नीतियों की implementability है। इस जड़ को पैदा करने वाली और संरक्षण देने वाली जननी माता है -- भारत की नौकरशाही; जो की अपना स्थान, और शक्ति प्राप्त करती है खुद भारत के संविधान से, UPSC नाम संवैधानिक संस्थान से। बात को दोहराते हुए एक बार फ़िर मुआयना करते हैं कि कहां क्या गलतियां हुईं आज़ादी के बाद हमारे देश के प्रशासन तंत्र में। सर्वप्रथम यह कि प्रजातंत्र, और तमाम अन्य किस्म की राजनैतिक प्रशासनिक व्यवस्थाओं को हमारे तत्कालीन "बुद्धिजीवियों" ने सही से समझा ही नही। इसमें ग़लत हुआ है, हालांकि उनकी ग़लती नही कही जा सकती है। कारण- की सब ही प्रत्यय हमारे यहां पर आयात करके लाये गए हैं, यहां भारत के अपने सामाजिक और आर्थिक इतिहास की धरोहर कम ही हैं आधुनिक भारत के प्रशासन को चलाने में सहायक किसी भी पाठ को रचने के लिए; और न ही हमारे इतिहास ने हमारे पास विकल्प दिया कि हम कुछ अन्य को प्रयोग करके तसल्ली कर सकें। (अब यह कटुसत्य वचन पढ़ कर हो सकता है कि आप में से बहुतों को खराब लगेगा, मगर सत्य को नतमस्तक हो कर स्वीकार करना ही सर्वप

अगर 16वीं शताब्दी के पर्यान्त समुदायों (जो की 'जाति' से संबंधित एक अन्य पर्यायवाची नाम ही होता है) के बीच आर्थिक संसाधनों के बटवारे को समझे तब सबसे प्रथम हमे दो वर्गों को चिन्हित करके काम को आगे बढ़ाना होगा। दो प्रमुख वर्ग थे - उद्योगिक श्रम (Industrious) वाले समुदाये , और कृषक श्रम(Pastoral) वाले समुदाये। 16वीं शताब्दी के बाद में अग्रिम समुदाये वह हैं जो की 'उद्योगिक श्रम' करते थे।इससे पहले 'कृषक श्रम' वाले समुदाये अधिक समृद्ध और राजनैतिक बलवान हुआ करते थे। 16वी शताब्दी मानक इसलिये बनी क्योंकि यहां से ही steam engine बना, जो की निरंतर, अथक श्रम का प्रथम संसाधन था मानव इतिहास में, और जहां से professionals ने बढ़त बना ली युद्धक और कृषक लोगों से। यहां से ही factorइया बनी, और फिर उद्योग बने। जमीन का प्रयोग वह विषय था जहां से बदलाव ने असर दिखाया था। उद्योग आ जाने से जमीन का छोटा अंश, यदि वह उद्योग में है तो फिर अधिक उत्पादन शील हो गया, किसानी और पशु पालन के मुकाबले। दूसरा की उद्योगी आदमी को किसी एक स्थान पर बंधना मुश्किल था, क्योंकि जहां बाज़ार में saturation
