Dear A###, I don't know whether you will take it in kind sense or not, but i really wish to enlighten you and the world about Tipping and the Bribery , and that it is Bribery which is fundamentally hurting to the society, not the tipping.   The laws pertaining to 'prohibition' on tipping are basically the bye-laws ( e.g. 'circular", departmental orders) but nothing of a statutory laws passed by any Parliamentary body, which are the law of the land.    Bye-laws or even the Parliamentary laws can be contested, as the need arrive, if somebody is being wronged because of such a law. As an employee of a any organization, our submission to such a law is NOT the ultimate proof of legitimacy of the bye- laws. People accept the submission for economic compulsions as well. Predicament of Sierra is happening from the lack of Intellectual viewpoint that Tipping and Bribery, though they very closely similar , but are still different.       This refusal to accept this difference is creating the moral vacuum which is making Sierra to endorse the political groups which are indulging in the wrong. What remains shocking is that Sierra scathes the corruption of Party A , while he desires to give way to the Corruption of Party B. Within a short span of time, the Supreme Court has twice delivered in favour of Privacy and Secrecy, where the Transparency should have been upheld, instead.  Transparency represents Public Conscience. In theory, no SIT should be working. The repeated Occurrence of having to form an SIT to investigate matters is a constant reminder to us as to how the Indian System is flawed from the very beginning. Competence comes at the expense of Congeniality. Competence has to dispel many of the views which come from the near and dear ones. That's in the nature of Justice. Isn't this one of the reasons why the Goddess of Justice is kept blindfolded. In the same thought, Competitive Thoughts have to transcend the barriers of mutual affection so to blossom out.   People habituated of the dual justice which they learn from local, immoral vernacular sayings such as "सांप भी मर जाये, लाठी भी न टूटे"(to achieve opposing targets in the same strike), will ofcourse not like the method and approach path of the better competence.
