लोक सेवा भर्ती में घटाई गयी उम्र

अब लोक सेवा की भर्ती की उम्र घटाने से देश का कौन सा भला हो जाने वाला है?
एक सेवादार लोकप्रशासन किसी भी लोकतांत्रिक समाज की बुनियादी ज़रूरत है। मगर जिस तरह की अजब-गज़ब आदेश हमारे देश की सरकारें देती रहती है - जैसे कि हाल का आदेश जनता के कंप्यूटर डाटा का बे-रोकटोक ताका झाँकी, और बढ़ती महंगाई में बार बार भाजपा-कांग्रेस के कुचक्र में फँसता हुआ राजनैतिक विकल्प,--
तो आखिर आयोग में भर्ती की उम्र को कम कर देने से क्या मुक्ति मिलेगी आम आदमी को?

लोकसेवा आयोग से ज्यादा तो जनता और मिडिल क्लास को यह बात समझनी पड़ेगी की लोकसेवक लोग आखिरकार समाज के आर्थिक पटल पर production से जुदा लोग है, जो की आखिरकार खाते तो हैं professionals, agriculturist और businessmen के जमा कराये टैक्स से ही हैं। तो फिर हम क्यों यह उम्मीद करें की लोक सेवा वाले कभी भी एक real solution देंगे समाज में कुप्रशासन और बढ़ती महंगाई के?

Fake Reasonings की ही तरह Fake Solutions भी होते हैं। प्रबंधन शास्त्रियों के द्वारा दी जाने वाली मिसाल Dakota Indians Dead Horse Theory एक समूचा उदाहरण हैं की कैसे लोक सेवक देश में बढ़ती सड़क दुघर्टनाओं का समाधान हेलमेट पहनने की अनिवार्यता के कानून में ढूंढ़ कर पूरे समाज को उल्लू बनाता है।

और अब यह लोक सेवा के चयन में घटायी उम्र का मसला देखिये। आम नागरिक और किसी professional की दृष्टि से समझना मुश्किल है की कम उम्र में चयन करने से कैसे देश को बेहतर लोकसेवक मिलने लगेंगे? क्या कम उम्र के चयन से उनकी अकल खुल जायेगी की भ्रश्टाचार को रोकने के लिए नेताओं से मिलीभगत नही करनी चाहिए? या की जनता की फरियाद पर FIR तुरंत दायर करनी चाहिये चाहे आरोपी कितना ही बड़ा नेता क्यों न हो?

भई, professionals के प्रशिक्षण में journeyman years होते थे, apprenticeship होती थी, और freeman बनने में युगों का समय लगता था जिसके चलते कम उम्र से ही आरम्भ करना बेहतर समझा जाता था। मगर क्या लोकसेवक के लिए भी यही तर्क मान्य होंगे?कहीं उल्टा न हो की कम उम्र में चयन से अक्ल खुलने में दिक्कते और बढ़ गयी क्योंकि गलत को सीखते और करते हुए यह लोग ऐसे प्रशिक्षित हो चले हैं कि उसी को सही समझने लगे थे! और अब बचपन की आदतों को छुड़ाना और भी मुश्किल हो चला है!
हमारे एक सहयोगी ने अपनी सेवानिवृत्ति से ठीक
के पहले अपने जीवन भर के अनुभव का एक सबक सांझा किया था - यहां सब कुछ गड़बड़ है, गलत है, जानते हो क्यों? क्योंकि लोग गलत करते हैं, वही गलत को अपने जूनियर को भी सीखाते हैं, और गलत की ही परिपाटी बन जाती है, वही चलन बन कर स्वीकृत हो जाता है, लोग उसी को जायज़ ठहराने के तर्क देने लगते हैं।

सोचने वाली बात है कि क्या लोक सेवा की घटाई गयी आयु सीमा से लोकसेवा और कुप्रशासन के इस एक मूल कारण का कोई समाधान निकल सकता है?

Towards the end part i do mention, from my perspective of the common man, what risk can happen by taking even younger entrants - the closed mindset, the "stubborn/arrogant" behaviour , that may come owing to longer exposure to the wrongly functioning PubAd machinery which they will get their trainings on .

Also, the common man cannot be holding the specialised knowledge and theories on what should be the right age for entry ..the common man can only be making a demand for what He wants from his PubAdmin Machinery . His view is limited to the limitations and shortcomings he has experienced, and thus he will surely try to co-relate the "reformative action" w.r.t their effects on the limitations and shortcomings that he knows of. Although, these guy may have some other "inside",  not publicly known, theory on why the entry age limit should be changed . The problem with the 'inside' unknown theory could also be that -perhaps there is no theory but maybe their some self-centred idea on whom they want to give entry to , and whom they don't!

You see, from my perspective the question of age-limit entry to the PubAdmin Machinery can be posted from opposite angle too ! Like, why at all to take younger guys and train them on longer duration so to help then acquire the specialised knowledge of a chosen fields , instead why not allow the entry to the matured professionals of those very field who have already acquired long experiences in those fields ! Maybe , it is possible to convert the professionals into good administrators with the help of small training module, instead of doing the opposite!

Also, my peculiar grudge is that those guys are not "professionals" but "services " guys. Let me state that i do make a distinction between the "professionals" and the "services", which i do from my understanding of the economic history of the European countries, and particularly the economic history of my profession in the first place .

Although i understand that the common dictionaries do not reveal the distinction so deeply, and hence the words "profession" and "services" are used inter-changeably , but i believe that the knowledge of this distinction, and its historical offshot can change our understanding and reasoning on what is wrong with the PubAdmin Machinery in our country , how the current machinery itself is a lucunae to the fulfilling of legitimate expectation of the citizens.

For you kind consideration purpose ,
I would like to draw your attention to the idea of Royal Charter, the grant of it towards the formation of the Royal Societies, the "worshipful" Profession companies , the formation of college and Universities of world class order in the UK.
Once we learn about them, our attention might also get drawn to understanding the relationship of those agencies with the PubAdmin Machinery, how these agencies act to counter-balance the over-done influence of the Bureaucracy.

We might also begin to ponder of the Indian Bureaucracy in its current format, that is, the absence of the counter-balance force, due to which they might not at all be having any genuine interest in controlling the Inflation and the Corruption in this country , because we might just come to a realisation that these guys themselves are the first-order beneficiaries of the tremendous corruption, exacting taxation, and the related Inflation in our economy system!
