Services are not Professionals, although they call themselves so in a cliché It can be put as a blind bet that the district administration Official must not even have made a visit to the site to make the safety and security assessment before signing the permit application. ' Services " are highly unprofessional people. They have no system operation manual, neither is there any check-list system , no system audits, no review meetings, no pieces of training, nothing. Truthfully speaking, no man who collects his salary from the exchequer fund is a ' Professional ". For the simple reason that such a man does not have to run in any market competition in order to improve his skills by which he may improve his income. गोरखपुर अस्पताल हादसे से बनारस पल हादसे तक क्या कोई जिम्मेदारी तय हो सकी? यदि नहीं, तो फिर तो अमृतसर ट्रैन हादसा तो बस एक कड़ी है, और न जाने ऐसी कितनी और कड़ियाँ अभी तो घटना बाकी है। क्या आपने कभी मंथन किया है कि क्या होता है उस समाज मे जिसमे लापरवाही के लिए किसी की जिम्मेदारी तय नही होती है। अरररे, मगर एक मिनट -- जिम्मेदारी तो तय हुई है एक केस में - मुख्य न्यायधीश रंजन गोगोई असम गए किसी मंदिर में दर्शन के लिए, और वहां हुई उनकी सुरक्षा की चूक में तुरंत जिम्मेदारी तय होते हुए एक आईपीएस अधिकारी को निलंबन किया गया। मगर फिर गोरखपुर हादसे में कैसे किसी डॉक्टर कफील को पकड़ा गया था, जिन्हें की बाद में कोर्ट से बरी किया गया ? या फिर की बनारस पुल हादसे में सवाल तो उठे ,-- मगर कॉन्ट्रेक्टर पर, --और बाद में तो वह भी बरी रहा। तो फिर कब और कैसे तय होता की मुख्य न्यायाधीश की सुरक्षा चूक में तो कोई आईपीएस अधिकारी की जवाबदेही थी, मगर गोरखपुर अस्पताल हादसे में समय पर ऑक्सिजन सिलिंडर मुहैया नही करवाने के लिये, या फिर बनारस पुल हादसे में जिला या राज्य प्रशासन में बैठा कोई भी लोक सेवा स्तर का अधिकरी की

भारत मे बढ़ती मनोविकृति का एक कारण है कि हमारे प्रजातन्त्र में liberal schools नही है। वैसे तो शिक्षा पर जोर सभी किस्म के राजनैतिक तंत्र देते आये है, चाहे साम्यवाद हो, या फिर समाजवाद।मगर प्रजातन्त्र एक खास किस्म की शिक्षा पद्धति पर टिकते है। वह है liberal schools। इनके बिना कोई भी प्रजातन्त्र कुछ ही समय में मूर्खिस्तान और पागलों , मनोविकृत लोगो की तानाशाही में तब्दील हो जाते हैं। प्रजातन्त्र की खास पहचान है अभूतपूर्व  स्वतंत्रता -- अभिव्यक्ति की। अनियंत्रित अभिव्यक्ति से पागलपन या मनोविकृती का निकलना सहज और स्वाभाविक ही है। तो उसे रोकने का एक समाधान यही है कि प्रजातन्त्र देशो में उच्च प्रतिस्पर्धा से जड़े liberal schools होने चाहिए जो कि समाज की अंतरात्मा को भ्रमित होने से बचाये। वरना फिर यह तो होता ही रहेगा -- रुपया गिरा नही, डॉलर मजबूत हुआ है, 121 राफ़ाएल विमान कम होते हैं 36 राफ़ाएल विमान से, मल्ल्या भागा इसलिए है क्योंकि वह इस सरकार से डरता है, और एनकाउंटर सही हुआ है क्योंकि पुलिस के भय के बिना समाज को चलाया ही नही जा सकता है। और दूसरा कारण की मनोविकृति बढ़ रही है कि अब IT cel

The expectations of the police personnel is that when they are armed , the common people should apply restraints on themselves when dealing with the police . Not the other way round , that, when a police man is armed with the fire power, it is his responsibilty to keep his power in restraints when dealing with the common people of a country which promises of freedom and democracy ! Dear UPSC , Are you sure you are not doing disservice to the society and the Constitution by taking such persons on policing job ?

Societies crack up, when the  justice takes partiality, and the administration becomes discriminatory . The big irony and a defect of the Constitution remains that although it is written under the leadership of those who faught against systemic partiality and discrimination, yet it has failed to guarantee these values within the Indian governance systems.

Without the schools of Liberal Arts , the democracy remains an abode of madness There is misreading of some random statement made by Lord Macaulay to the British Parliament. Because , if his statement were to hold true, then the credit must go the Mughals for having given India the kind of government system which ought to have been at the root of the society which Macaulay's statement is describing. Truth is that like in Laws there is a subject called the Interpretation of Statutes , a similar logic will apply when we have to read and construe the most agreeable meaning of someone's statement. It is the socio cultural practice of making perceptions to determine the liability in case of a 'Wrong' (used in Legal sense). 25Oct2018 नौकशाही के आगे सर्वोच्च न्यायालय की भी नही चलती है जब नौकरशाही एक संग मिल कर मूर्खता की चादर ओढ़े कुछ करती हैं। रात के 2 बजे सीबीआई निर्देशक आलोक वर्मा को जबरन पद निरस्त करने का आदेश निकाला गया है जबकि सर्वोच्च न्यायालय के फैसलों के अनुसार निर्देशक का कार्यकाल 2 सालों के लिए सुनिश्चित (guaranteed) है। यह है नौकरशाही का असली दम सर्वोच्च न्यायालय के फैसलों के आगे। ---------–--–-----―-------------

The courts and the Judiciary have been manned with the most stupid people since Independence As it is there is no competitive exam held to pick the judges for the higher Judiciary. Whatever little Judiciary competitive exams are done, the services of  those people stay confined to the lower Judiciary only. The result is that the India's public Administration's undoing is a result of the stupid judgements passed by the higher Judiciary itself . The Administration Neutrality has gone for a toss , as the institution called the PMO came into scene to take over the entire public Administration machinery within its control. The courts have themselves become an isolated power centers having power to the extent to preserving their private self centred interest in the garb of "Independence of Judiciary". संस्कृति एक इंसान के कर्मों से तय नही करि जाती है। संस्कृति तय होती है जब बहोत सारे इंसान, जिनके बीच कोई इस समान भाषा, धर्म, जन्म क्षेत्र रंगरूप की पहचान हो, वह कोई एक समान बात-व्यवहार और आचरण करते हों। अभी हाल फिलहाल में आयी कुछ खबरें आज हम भारतीयों को अपनी संस्कृति की self criticism करने पर बाध्य कर रही है। पहली खबर है की ऑस्ट्रेलिया के एक विलासपूर्ण प्रमोद पर्यटन जहाज़ पर यकायक 1300 भारतीयों ने आ कर जिस प्रकार का आनंद का आचरण किया ,वह बहुराष्ट्रीय वातावरण में बेहद दुखद रहा । इस कदर की जहाज़ के मालिकों ने अन्य राष्ट्रीयता के पर्यटकों को हुई असुविधा के चलते उनके पैसे वापस कर दिया। दूसरी खबर खुद हमारे ही देश से रेलवे के अधिकारियों से आई है कि हमारे देशवासी जब ट्रेनों से यात्रा करते हैं तब वह प्रतिवर्ष कितनी संख्या में यात्रा में उपलब्ध कराए गए छोटे towel , कंबल, चादर इत्यादि को "चोरी" कर ले जाते हैं, या गलती से घर उठा ले जाते हैं। तीसरी खबर है कि दुनिया मे सबसे अधिकः अवधि और "परिश्रम" से ऑफिसों में काम करने वाली राष्ट्रियता हम भारतीयों की है। यह तीन खबरें  आज हम
