Labour Exploitation reports by the CAG in the Indian Railways

So the tragedy-comic story goes something like this:-
The Railways does not keep any "gold standards" about the labour conditions for their contractors to follow. The contractors pick the half-baked railways contracts and make profit by exploiting the labour under sub-standard work conditions. As a result , when dis-hygiene comes around, the bureaucracy, instead of auditing on the labour conditions, employs the tactics of marketing through the powerful ministers and influential celebrities that the people should do the brooming by themselves.!

Labour exploitation -->buisness profits--> marketing --> vote politics

....An unimaginable poisonous cocktail where all the wrong is happening, and yet no one is responsible.
