अच्छे योद्धा को अपनी सत्ता कायम रखने के लिए अच्छा शासक होना बहोत ज़रूरी है। अच्छे योद्धा की वरीयता नापना भले ही बहादुरी (brave), शौर्य (chivalry, bravery in combination with gentleman behavior), निडरता (daunting), आक्रामकता (aggression),    जैसे आचरण से हो ... मगर अच्छे शासक की वरीयता नापना तो उसकी न्यायप्रियता (justice), समता(equality), निष्पक्षता (impartial), विमोह (dispassionate), निषभेदता (unbiased) से ही मानी जाती है। #भक्त_बुद्धि_को_सद्ज्ञान मगर भक्तों की समस्या का मूल तो कुछ और ही है। समस्या यह नहीं है की भक्त की मंडली अच्छे योद्धाओं से नहीं बनी है जो की अच्छे शासक साबित होने लायक नहीं है। समस्या यह है की भक्त की मंडली व्यापारी वर्ग और आदर्शों वाले लोगों से बनी हुई है जिन्हें प्रबंधन (Management) और प्रशासन (Administration) के बीच का अंतर वाला आरंभिक अध्याय याद नहीं है। भक्तों की समस्या है की वह rule of law को न तो समझ पा रहे हैं, न उसका पालन कर रहे हैं। सवाल है कि ऐसा क्यों हो रहा है ? क्या कारण है की भक्तों की मंडली में उच्च पढ़े लिखे लोग दिखाई देते हैं, मगर फिर भी असमतल

अमेरिकन साइकोलॉजिस्ट एसोसिएशन की मनोरोग मैन्युअल में देख कर परख करने की ज़रुरत है ... मैन्युअल में जो लक्षण दर्ज़ है उनके अनुसार मेरा दावा है की भक्तों को यौन चरम आनंद जैसा अनुभव प्राप्त होता है केजरीवाल को भिखारी, भगोड़ा जैसा तिरस्कार करके । रावण ने भी अंगद, और हनुमान से ऐसे तिरस्कार किये थे , और दुर्योधन और दुशासन ने द्रौपदी और पांडवों के साथ ऐसा ही व्यवहार किया था । narcissism मनोरोग से पीड़ित लोग ऐसा विरोधियों का तिरस्कार वाले व्यवहार करते है जिससे उन्हें यौन आनंद जैसा अनुभव मिलता है ,"मज़ा आता है"।

The Civil Code which we want to be made Uniform , meaning that Civil Code should be applied in the same manner to every citizen in the country ..refers toa collection of laws in regard to Marriage, Divorce, Inheritance, Succession of property, religious affairs , etc. Since Democracy by its ver nature have been about pluralism, such laws have started to become pluralistically accepted by the courts and constitutions in many other democratic societies. IT MUST BE EMPHASISED THAT THE CIVIL CODES are different from the CRIMINAL CODE , which remain HOMOGENOUS ALREADY in all the democratic countries. The CRIMINAL CODES are a collection of laws which deal with crimes as Homicide, Evidencing, Adultry, Nuisance, Torts laws. The problem would have been tremendous had Lord Cornwallis not worked to remove the laws which prevailed at the times the Moghuls were ruling in India. The Sharia Laws in regard to Crime, Evidencing are something which are not globally accepted. भाई , एक आईडिया आया है की कैसे कोई कुटिल , महा धूर्त पॉलिटिशियन जनता से आने वाले सुधार के प्रेशर को तोड़ सकता है । 1) सबसे पहले तो बिगड़ी हुई एक व्यवस्था की नीव डालिए , उसमे सुधर की गुंजाइश की उम्मीद डलवा कर । २) अगर कोई आपत्ति भी ले की इस तंत्र में इतनी  गलतियाँ हैं , तब उनको यह झंसन दीजिये की देखो इसमें सुधार की गुंजाईश हैं । भविष्य में धीरे धीरे इसे हम दुर्सुत कर देंगे । ३) फिर जब समयकाल में महंगाई इतनी बढ़ा दो की जनता को प्रशासनिक सुधार मांगने का समय ही न मिले । अगर कोई समय निकालने की कोशिश करे तो वह भूखा मर जाये , महंगाई से । वरना वह भ्रष्टाचार करने के लिए मजबूर हो जाये , और फिर जब खुद भी हाथ काले कर ले तब उसका कलेजा ही न बचे की वह सुधार यह इमानदारी के लिए कोई जंग लड़ सके । ४) फिर धीरे धीरे लोगों को आईडिया दो की गलत को खत्म करने के लिए गलत का सहारा लेना ही पड़ता हैं । इस आईडिया पर कुछ और लोग कुछ न कुछ गलत करके अपना ज़मीर गिरवी रख देंगे और फिर ठन्डे पड़ जायेंगे । ५) एक आध बार गलत तरीके से सही काम भी कर दिया करो , जिससे की बाकी बाख सिविल सोसाइटी भी टूट जाये की गलत तरीके से यदि सही काम करें

हर खबर के भी दो पहलू होते हैं, जैसे हर सिक्के के दो पहलू होते है। जनता में से किस तरह की प्रतिक्रिया निकलवानी है, इसको तय किया जाता है की खबर को किस पहलू से चमकाना है। और प्रतिक्रिया कैसी चाहिए, यह तय होता है दाम देने पर। अब चाहो तो खबर चमकवा लो की 1) मोदी जी ने पूर्वसूचना के साथ काले धन पर "छापा" मारा या फिर चमकवा लो की 2) मोदी जी ने लाख चेतवानी दे कर भी नहीं मानने वालों पर छापा मार ही दिया ।

गौर करने की बात है की इस सरकार में निरंतर, एक के बाद एक , एक्शन किये जा रहे है जो की euphoria (उत्सव, जुलूस जैसा माहौल) के साथ हो रहे है। surgical strikes, अब FICN ₹500/1000 के चलन नोटों पर पाबन्दी, वगैरह। जबकि अपनी समीक्षा में यह सब कार्यवाही जनता में पहुंचाई गयी बातों से कही दूर,  एक अर्धसत्य साबित हो रही है। सोचने की बात है की रणनीति क्या है इनकी ? क्या यह की, झूठ बोलो, तो ज़ोर से बोलो, बार बार बोलो तब तक बोलो जब तक की वह सच न मान लिया जाये euphoria फैलाने से क्या मकसद सधता हैं ?? शायद यह की जनता के एक वर्ग में ,खास कर भक्त वर्ग में , यह आभास बना रहता है की सब ठीक है, अब सब ठीक हो जायेगा । शेक्सपियर के नाटक जूलियस सीज़र में राजनीति और जुलूसों का यह सबंध खूब दिखाया गया है। एक रोमन कूट (धूर्त) शासक ने कहा भी था की अगर जनता को रोटी नहीं दे सकते हो तो सर्कस ही दे दो। यह मुद्दों को और भूख को , दोनों ही भूल जायेंगे। आखिर ग्लैडिएटर और अम्फिठेटर का निर्माण ऐसे ही कूटनैतिक कारणों से ही करवाया गया था। मकसद था, जनता को उल्लू बनाना।

समाज की सोच वैसी ही होती है जैसा की उस देश का साहित्य और कला होती है। साहित्य और कला ऐसे माध्यम है जिनका इंसान की सोच पर प्रभाव बहोत गेहरा और व्यापक हो सकता है। इसलिए यह माध्यम एक बार में ही पूरे समाज को उत्तेजित कर सकने, या आक्रोशित कर सकने का भी माद्दा रखते है। और जिस वजहों से प्रशासन को साहित्य और कला से परोसी जा रही सोच पर भी नज़र बनाये रखनी पड़ती है।     भारत में साहित्य और कला को जो वाहन सबसे अधिक प्रभावशाली है वह है हमारी सिनेमा।   भोपाल एनकाउंटर पर जब मैं पब्लिक की प्रतिक्रियाओं को देखता हूँ तब मुझे बरबस जन चेतना पर भारतीय सिनेमा की गहरी छाप दिखने लगती है।   अधिकांश भारतीय भोपला में हुए घटनाक्रम पर यह मानते है की यदि वह एनकाउंटर फर्ज़ी भी था तो क्या हुआ, ऐसे क्रूर संगिग्धों के साथ ऐसा ही होना चाहिए था, वरना फिर वह लोग कोर्ट-कचहरी से तो बरी हो कर बच निकलते।    दूसरे तर्कों में सोचें तो एक बात तो साफ़ है की भारतीय जनता को खुद कॉर्ट कचहरियों की योग्यताओं पर शायद कुछ ज्यादा ही यकीन है  (या कहें की यकीं नहीं है ) कि ऐसे संगिग्धों को उनके मुकाम तक ले जाने में हमारे तंत्र की काबलियत क
